If they have not established at least a 5% best answers record, I don't answer their question. If you care about others choosing your answer, you are more likely to vote on your questions. I've also noticed, when I occasionally vote on those neglected answers in "discover," some categories, like polls, have many more unanswered questions so I just avoid that category.
