If you want leginmate Celebi's and Mew's you'll need to use a couple of older games and the Pal Park.
For possibly hacked versions, either use an action replay or gameshark yourself, or do a wi-fi trade with someone.

I think mew also needs some kind of event, bt i think that u cannot get celebi without using cheats, though...

Thomas said you need older packs but the only game you could get mew on was red and blue and you can't trade red and blue on the newer games...
