Is it not in Device Manager at all? Or does it have a yellow asterisk next to it?
It may be a case that the registry values are not allowing windows to see the drive.
But I cannot tell you what those values should be because they can be changed by software you install.
What I would try is uninstalling everything that might need to change those values. So that means any existing CD/DVD burning software, anything that plays DVDs like media player or itunes (especially itunes because it gave me so many problems when it clashed with my existing burning software).
Then once all that is gone then restart, intall the drive as per the manufacturers instructions and see if that works.
If that doesnt work, go to pcworld and get the tech guys to do it for you.

If all connections are good, and all drivers are good, then the only possibility is that the drive has failed. Time for a new one.
