They pay for it. You can go to http://www.annualcreditreport.com and get 3 free credit reports and for a few dollars get the credit score.

Car dealers PAY to get your credit score. They do not get it for free. They have to sign a contract with one or all of the credit bureaus to get your credit score and have to pay a fee each time they pull someones credit.

You can get one free credit report every year from each credit reporting company. Most companies seem to use Experian, but by law each company has to provide you with a free report once a year. So if you get one from each company you can actually get 3 free reports through the year.
