Most cars today have coolant recovery plastic bottles on the right front fender of the car. When the motor is stone cold add mixture of 50/50 distilled water and the appropriate antifreeze in this bottle to the cold fill line. Check the oil and coolant weekly. Drag out your owners handbook to fully understand how to read the crankcase oil dip stick. Be careful not to over fill. The difference between the low and full mark on the metal stick is one quart. Add oil accordingly.

Coolant/ water: I would advise you to leave it no longer than 2 years between changes for this fluid. Even more frequently won't be a bad thing. Don't overlook changing the thermostat at the same time.

Oil: Is heavily dependent on the type of oil already in your engine and the way you drive the car. If you drive at low speeds in city traffic or use cheaper mineral oil then I wouldn't go more than 5000 miles between changes. If you drive on highways at high speed alot or use synthetic oil then might stretch to 7000 to 10000 miles maximum. If you drive for long periods and often at speeds exceeding 110MPH then I would recommend short interval i.e. 5000 miles max.

With both of these fluids I assumed you were asking about changing the fluids but in case you were asking about topping up then in normal circumstances coolant and water never need topping up unless there is a leak. Oil shouldn't need topping up BUT it is acceptable to see some oil burned in normal operation but never enough to worthy an urgent top up within a few thousand miles.
It is important to check the oil level every week or so though because engines can burn oil and the level will fall.

I change my oil and oil filter at every 3,000 miles or every 3 months which ever one comes first. I have never had to put cooler water in to my vehicle.

Check all your fluids at every oil change to make sure you are not low..... like your antifreeze, windshield fluid, etc...
