Let the 2 no's be x & y.
sum of 2 no's is 75
i.e. x+y=78 ( 1 )
Second no. is less means y is less ( is means = sign) than twice the first .
Twice the first means 2x
i.e. (Second no) y=( is) -3 (three less)+2x(twice the first).
The 2 eq's are
x+y=75
y=-3+2x
i.e 2x-y=3 (2)
Adding (1) & (2)
x+y=75
+ 2x-y=3
------------
3x=78
x=78/3
x=26
Substitute x=26 in Eq.1
x+y=75
i.e 26+y=75
y=75-26
y=49

x+y=75
y=2x-3
x+2x-3= 75 (substitution)
x+2x = 78
3x=78 (simplifying)
x=26
Since we know that x= 26 we can substitute it back to any of the 2 equations, preferably the first one which is easier to solve for y.
26+y=75
y=75-26
