The landlord's biggest concern is getting rid of the stuff, not who put it there. Every landlord has dealt with that problem many times. It's nothing new or unusual.
So by all means stop worrying about it, give him or her a call, and get your life back to normal.

OK, you have stated that the toilet has been giving trouble before. Don't be embarrassed - call the landlord and tell him/her that it has been giving trouble for some time, but now it is to the point that you can't get it to clear. The basic drains need to be checked, and a plumber can do that. A tip for later: I live in the country, so we are not able to put toilet paper or anything other than organic material in the toilet. I have also lived in houses (in the past) where the toilets were as you have described as slow at best. What I do in all of these cases is to have a waste can by the toilet to put the paper and other non-flushable items in to prevent stoppage. This may sound gross to you, but it does work and it is more appealing than a stopped up toilet. Good luck, but call your landlord!

There's a little trick to using a plunger that can help a lot. Put the plunger in the bowl and push down slowly until it's all the way down. Then pull up fast. This dislodges the clog a bit, then the water pressure from above it will often clear it. When you push the plunger down fast, you're just pushing against the clog, and splashing yucky water out of the toilet, neither of which helps much.

Are you plunging "down" or "up?" Properly, the plunger should pull the clog back up. Go back and try again. Compacting the clog by trying to push it down makes things worse and can crack the pipes. It's a terrible job, don't overflush least you flood the floor. If you've given it your all, call the landlord. Could be a clog down beyond your pipe into the communal pipe caused by a neighbor (so we hope) and it will require a snake or proplumber to open. (A snake is a "wire" that is forced down the toilet through the plumbing)
[If you live in an older place, not good to flush down sanitary products, pipes are old and full of gunk so larger objects get stuck.]

Sometimes it takes a while. Try it again. It is usually toilet paper that clogs it, and it should dissolve enough to allow the plunger to work. Keep trying, or else just call the landlord. If you are embarrassed, just say you had a guest over the weekend, and they clogged it!

I would just plunge it for a while, and then let it settle down, and do it all over again.
After that is taken care of, when there is nothing in the toilet bowl but water, try taking a sanke and run it as far as possible, and try to unclog what is in there, which maybe a good distance away.
Your other choice is, to undo the drainage plug, and see if you can clean that out, cause thee may be something stuck in the middle that you cannot see.
Try using Rid-X once a month, to make sure that the septic tank gets cleaned outto avoid any backups that you are experiencing

If you have a habit of flushing tampons down the toilet you have no choice but to call the Landlord. It gets worse from here. Then they have to call a Roto Router Man out to pull out the trapped tangled mess.
It could be something else. But just in case I would not flush anything like that down even if they say it is flushable.
Just get it over with and if they say anything about it just inform them that you were not the only renter that used this house and it's pumbing. You pay the rent so make the call so you can get your bathroom back.

Ahhhhh.....I hate that myself! Make a call to a local pumbing store , Home Depot, Lowes for advice on this matter. They might just be able to help you in this area.
Whatever you do afterwards notify the landlord of this issue with the toliet not flushing properly like it should.

You could buy or rent a Closet Auger (not a snake). This is a hand-powered tool that will clear the toilet bowl and trap. If that doesn't do the job, call the landlord. He won't believe any story you tell him so just tell him it is clogged.

if that don't work then you should call your landlord
you may be in violation of the health department if it isn't fixed in a timly matter!
