He-he!!! We've got a simmilar one in my home lingo (Afrikaans): "Net bek en geen binnegoed!" (Translation: "All mouth and no guts!") Its usually used to depict a coward, or "yellow-bellied" person . . . I think the origin of your's comes from the south pre War of Inpedendance era, and it originally used to be "All mouth and nothing to fill the trousers", but I might be mistaken (I recall having heard this in an old movie: "Shanandoah" - about the war between the Confederates and the Union Yankees).
I suspect both yours and mine comes originally from the early Dutch settlers - common ancestors for both our peoples.

Oh I know the expression well.
It is loosely translated as:
Talks a big game, but doesn't have the butt to back it up.
