It could mean she doesn't like what you giving her a cell phone means. She perceives you as controlling, and to her the gift of a cell phone represents a leash. She feels you are trying to keep tabs on her, and resents your intrusion on her freedom and independence.
Why not get her a nice box of chocolates instead?

It could mean she doesn't want to phone you, or the gift was too expensive, or her parents sent it back and she did what they said to obey them. Or it could mean that she is not ready in the relationship to go further and she has taken this as it's meaning. Maybe she doesn't like the phone and wants another model. Why not ask her and not form any oppinions util she says.

Could mean she can't afford to pay for the plan or minutes she's set up with. She doesn't want a phone. Can't accept a phone because if makes her feel awkward. Or she wants nothing to do with you. I'd say just ask her

It means that either she already has one, it didn't work properly or that it isn't the stlye she wants. No reason to be concerned or take it personally. Just ask her why she returned your gift if you need to know.

depends..maybe she is not a gold digger so she doesn't want to except the gift or she just doesn't want to lead you on or maybe she already has a cell phone it all depends!
