If your are using Internet Explorer, click Tools in the menu bar. Then select Internet Options, a window will open. Click the Privacy tab. At the bottom uncheck the "Turn on pop-up blocker". You should now be able to view the site.

Internet Explorer has a Pop-Up Blocker built in. There are also third party blockers that may have been installed on your computer.

We'll deal with IE first:
To turn Pop-up Blocker on or off:
*In Internet Explorer, click the Tools button, and then click Pop-up Blocker.
*Do one of the following:
*To turn off Pop-up Blocker, click Turn Off Pop-up Blocker.
*To turn on Pop-up Blocker, click Turn On Pop-up Blocker.
*You can also change the settings to allow certain sites and disallow others.
For more info on the IE built-in Pop-Up Blocker, click help, click search and enter pop up. Everything you need will come up and you can take it from there.

If that solves the problem, fine. If not, you may also have a third-party pop-up blocker (PUB) that's been installed. I would suggest you uninstall it. It may be part of a package in which case, try to determine which one. Many tool-bars that seem to offer convenience, will have them. After you've adjusted the IE PUB, if you continue to have problems, look for a name. Then go to the start menu > control panels > add or remove programs and Windows components. Find your troublesome PUB or package and uninstall it.

There are also many answers to this question which have been posted before. In the Yahoo Questions search bar enter "pop up blocker" and you'll see previous answers.

If utilizing Internet Explorer, probably move to equipment on taskbar then popups flip off. Should reset itself while you near out of browser. Firefox probably offers you an choice to permit or move to choices to show off briefly. Same for IE if that equipment does not have that choice. Turn off briefly and permit whilst performed
