The rounter is Actiontec. The other Desktop will be 3 floors up from where the router is located. Could you recommend a wireless card that would give me a good signal?

3 FLoors up from the router will not get a good signal no matter what card and router setup you are using.
The best thing for you to do would be to run ethernet cable up from your router on the bottom floor through the wall to a wireless access point on your floor, or directly into your computers ethernet port if you dont need to be mobile on your third floor.
This really is not as hard as it sounds, and if you did not want to do it yourself it should take someone who does this for a living about 30 min and cost about 100 dollars.
