If I can add my new favorite, Serendra and Bonifacio High Street in The Fort. It's quite amazing.
You will enjoy the place.

I couldn't agree with Janna more. Greenbelt, particularly Greenbelt 3, has some of the liveliest bars and discos in Manila. People in this party central look good... I mean really good. So dress up if you're going there especially during the weekends.
Also the safest for foreigners as the security is quite tight, but not intrusive.
Embassy club is a close second.

You could check out the Embassy at the Fort.
also try going to Libis. tons of great bars there.
