I think you're right. I have the game for the PS1 and though I haven't played it for a few years I remember being very impressed with it. Unfortunately there are many under rated games that just don't sell as well as they deserve. The answerer above has given a good example (though in the UK it's called Project Zero, not Fatal Frame), another is Prince of Persia; the Sands of Time (I STILL haven't played that, despite playing and loving the next two), which despite getting fantastic reviews sold hardly any copies. Though I think sales picked up a bit on the backs of the other two.

I think Fatal Frame 2 - Crimson Butterfly is probably the most under-rated horror game. It's wonderful, and not many people have played it. Here's a review if you want to check it out.
