Dear neighbours,
Please accept our apologies for the banging and groaning last night. We were re-positioning a few objects, a few got stuck hence the load moans.. You may have heard me shout 'Yes yes, oh my god yes'.. This was purely my excitement when everything dropped into place.'

Talk to the landlord and find out if another unit is available. Otherwise, see if you can get out of the lease without getting evicted. Obviously your downstairs neighbor is only going to make like miserable for you-3 noise complaints in 10 days, and one was on the day you moved in? Come on, this person is not someone you want to be living near. A home should be a comfortable place, not somewhere your children feel they have to tiptoe and whisper and live in fear of the boogyman downstairs. And every time the neighbor bangs on the ceiling call the apartment manager and file a noise complaint against him.
