somewhere in the book says that Nadine was "promised" to Flag. By whom and why her? :S

It's been a long time, but if I recall correctly, Flag just chose her. She didn't have a say in the matter, but felt that she would not be able to avoid him, that she would have to do what Flag wanted or the dreams would be too awful for her to take.

As to why, Nadine was a virgin, which was an important criteria, and beautiful, but that's all I remember.

The answer is not explicitly given. Unlike the other characters in the novel who started dreaming about Flagg and Mother Abigail after the super-flu was released, she had been dreaming about Flagg for most of her life. Essentially, she is chosen by Flagg and the forces he represents. Nadine did have some say in the matter. Had she not remained a virgin, she could have avoided her fate.

Because she was the only virgin left of age to bear a child.She was promised by Satan,Flag was an avatar of Satan.

I believe that it had to do with blood. Like she and only she could give him a child because of blood a virginity. As to who decided it was probably those pesky fates at work again!!! can't they learn to stay out of every ones business!!!!!!!!!
