Surely the parents should have put safety catches on the windows or kept them closed if the child could reach them - http://news.bbc.co.uk/1/hi/england/london/7021642.stm - why didn't the child's parents take precautions?

OH my! She survived! How lucky is that! I bet her parents fit safety catches on now.

Ladybugs - I was being sarcastic. No, I don't think they should be charged with negligence. And yes, I think they have learned their lesson.

A similar thing happened in Aberdeen two years ago. A three year old boy fell out of a fourth floor flat window. The boys mother was 1005 sure the window was locked. It turned out the council were aware that there was alot of faulty window catches, hadn't told anyone, they said they didn't have the money to repair or replace al these catches. This was the same week 8 councillors had been to Berlin for a week all exes paid to see a new park and ride system!!!!!

Probably the same way as parents who leave their child alone. They do not use common sense when it comes to the safety of their children. Accidents happen but some could and should be prevented by just using common sense. There are so many people out there that leave meds and other poisons easily accesible to young children, leave doors unlocked, and leaves sharp objects in places little kids can easily get them. To many think my child would not touch that or that would never happen to my child.

Ceasers and why should they be tried for negligence? Don't you think they have suffered enough and feel guilty for their "mistake"?
Thank God the child is alive.

In the USA they would be charged with child endangerment, parents are responsible for their kids 24/7 no matter what!
That means if you are staying at a hotel, and going out to dinner, you PAY for a sitter, if you live in a home with windows, you bar them, or keep them locked.
We too have our share of tragedies, but thankfully the parents do have to answer to the courts.
It is terrible for the parents, but they also need to be held accountable, if only to prevent this from happening to another child.

here in the US ; there are laws to have grids installed on tenant buildings over a certain height. These laws came about from the incidents that your are citing; children falling out of apartment windows. Look at what happened to Eric Clapton's son years ago; the same. You are right that children needed to be protected; you have to child proof their environment. Windows, guns, chemicals , matches etc

I used to live in Battersea, I know where that is I think. If I remember rightly, it is a local authority block, my thoughts are the council should be responsible for safety features such as window catches. Parents for internal safety such as socket protectors. You can't watch a 2 year old every second sadly, how awful though.

I hope she makes a full recovery.

children are curious creatures and all you have to do is turn your back for a minute and an "accident" occurs......that is why we have the word "accident", because they happen to the best parents!

No, the parents shouldn't be charged with neglect, unless there has been a pattern of it!
This world of people who have "degrees" should spend time prosecuting Neglectful and Abusive parents, not the ones who are good parents, but never dreamed their kid would open the window, after being told repeatedly, probably, to never do it. "don't play with matches", some kids learn they burn the hard way, after being told over and over.....That is a "kid"!

Not all parents are educated in health and safety so I would question if they were given advice from their health visitor when they had the child.

Children not getting their parents full attention seems to becoming a regular occurrence these days!!!!!

Some parents don't really think. They only care about if they are gunna make it. Instead of caring whether or not them and their child is safe.
