The symptoms of your fault are not totally clear, but it sounds as if your motherboard may be faulty. Presumably the power switch is not a mechanical switch that isolates power but is a push button that simply sends a signal to the motherboard to turn on main power from the PSU. If your power switch is a mechanical switch, you can hear it click as you rock it over to the on or 1, it may be welded shut in which case a new switch from your local electronics shop.

You could try removing the CMOS battery to reset the bios to a default setting, some PCs have a power setting in the bios to turn on when mains is restored. The battery is usually a coin battery in an exposed holder so is easy to see. There is a tiny lever that needs to be pushed away from the centre of the battery. It is fiddly to get out. Turn off the power at the wall socket but leave the power cable connected to discharge any static you carry via the earth wire.
Touch the bare chassis before you touch any circuit board, touch again any time you change position. If the bios config is successfully reset, the pc will complain date & time not set when next turned on.

I think your power switch is stuck in the closed position. You may need a new switch.

Cheers
