Your computer is now very likely very badly infected with Smitfraud.

Almost all "general purpose","all-in one" spyware and virus removal programs such as AVG, Norton, or Spybot S & D cannot remove it.

Sorry dude, but you seem to be taking a very cavilier attitude towards the downloading and the use of active-X controls, which is putting your computer at a huge security risk.
An active-X control is an executable just like any other program that you can download. And just like any other downloaded program, active-X can be used for malicious purposes as well as useful ones.
Some website's active-X can deliever to your computer spyware and adware, often by misleading the visitor into downloading an active-X control that the website claims is necessary for the site to "work".
Only let active-X be downloaded from reputable websites that you trust 110% and never allow any active-X control to be downloaded that is not "Signed". Always err on the side of caution when downloading or allowing the use of active-X controls. And always try to use the website first without the active-X. Many times it will "play" just fine!
And never lower your Internet Explorer security settings in the Internet Zone below the default settings to allow an active-X control or download. That is "Medium" for IE-6 and "Medium-High for IE-7.
Just a bit of a 'heads-up" for you.

Hello xdrown_you_in_redx,
I would not consider you have a virus either, but the site you allowed active X to run from, was it a site you usually go to or do you know it can be trusted?
It looks to me that they have downloaded a program which keeps asking you to scan your PC. and of course you will be told you need their program to correct problems and of course they will want you to pay for it.
If this 'PC Scan' is downloading this pop-up and trying to get you to buy their product to fix problems, one which they have caused themselves, I would not touch them.
May I suggest that you clear your system out and see if that works.
To do this:
Open up a browser window.
Click Tools/Internet Options
In the Browsing History section click 'Delete'
At the bottom click 'Delete all....'
This will clear your Temp Internet file, Cookies. History and Passwords.
This may solve your problem.
You will have to retype in any saved passwords you have when visiting your subscribed sites but you should have the option of saving them again.
I used to use 123 Greetings cards, but now every-time I go there I get the same pop-up. It only happens when I go to the 123 site though, not when I go to others.
If you get it up again hit Ctrl/Alt/Delete, highlight the program which is popping up and click 'End task'. This should get rid of it and the webpage which allowed it to pop-up.

It's spyware/malware and your browser has been hijacked.
I've forgotten how to do it, but you can disable it in the toolbar.
First thing I would do is to download a copy of Spybot Search&Destroy or Ad-Aware 2007 and run a full scan. That should get rid of it.

The program loaded itself into your startup program. Follow the instructions below..
You'll have to go to "start"..."Run" and type in MSCONFIG
When the windows pops up go to the "startup" and "services" tabs...and uncheck anything to do with that program...Click Apply....system will want to reboot....reboot....a window will appear saying you made changes to the startup......put a checkmark in the small box bottom left...your done.
After that I suggest you do this

I noticed that some spyware is not recognized by my antivirus/spam program. You may wanna download spybot and see if it detects anything:

You may need to get Spybot S&D or Superantispyware to scan your computer. If something is there, they will remove it.

well my advice is to get a tech in,at least then u know ur comp will be clean of spyware which it sounds like you`ve got,its the best bet in the long run.
