Because it split the cost of the war! The fundings don't come from the Pentagon, or from the defense budget, but from Diplomatic services, which helps to funnel more than needed money into this black hole call Iraq occupation... It avoid asking 200billions for defense, and instead it splits the budget to hire private security firms that cost twice as much as normal soldiers, but harder to trace due to the diplomatic budgets...

3. Friedman goes as far as China and as close as Chile to help spread his economic philosophy. He engages with high level government cadre members. Some economic historians believe he used foreign countries as "experiments" to test his ideas.

4. Rumsfeld, having become a person of influence in the Bush administration, starts to put his thoughts to action. He thoroughly believes that the market can and should be the solution for all of social, political, and economic ills. Blackwater, and organizations like it, now have a way in.

Speed up to now and the Blackwater fiasco is born.

1)Contractors aren't officially soldiers so they don't have to follow the US military code that also guarantees International laws of war like the Geneva conventions.Their contract in Iraq also gives them immunity form Iraqi law.
If a US soldier commits a war crime America has an obligation to punish him or her like happened when the Abu graib scandal surfaced.Unfortunately they only punished low rank soldiers as a scapegoat but technically America followed International law there.
When a private contractor commits a war crime it's much less the responsibility of America because the war crime isn't committed by someone of the US army hence less responsibility.They can easier claim they didn't know or aren't aware.
2)The death,wounded and maimed troops of the private companies aren't counted as soldiers and don't go into the official statistics.That's good for propaganda purposes.
3)Using private armies makes it more easy to make lots of war without reinstating the draft.A draft is very unpopular and usually a great requiting tool for the anti war movement.Most people are against the war now but the protests would be much bigger if everyone knew 18 olds in their personal life who would be sent to Iraq and risk their lives

By privatizing the military, Bush and friends can invest millions in those companies and earn huge dividends. The Republican Party then becomes a corrupt mechanism of gaining power and then rewarding contracts to those companies to enrich themselves. Perfectly legal form of corruption. Politicians don't make corruption illegal without a gun to their heads.

Well,it's one way to get around the fact that the anti-war crowd has tied the "Greatest Military Superpower's"hands and feet with ridiculous expectations and BS rules of engagement.If we accepted that war is ugly business and quit screaming to try soldiers for war crimes every time a "civilian"gets killed(HINT:None of the "bad guys wears a uniform) we wouldn't need Blackwater,we would have most of the troops home by now.Since our soldiers risk being tried for murder every time they discharge a weapon,being the greatest superpower doesn't mean much.Hell,I could kick Mike Tysons butt if he weren't allowed to hit me back.People are insistent on a "civilized"war.Those two words shouldn't be in the same sentence.If we let our guys do their job,we would need no Blackwater,we shortly wouldn't need nearly as many troops,and the troops there would be safer.It's pretty damn hard to accomplish anything if we aren't allowed to shoot until they shoot us,and if we hit the "civilian"standing beside the similarly dressed "terrorist"The soldier gets tried for murder.SOMEBODY has to be able to take it to them.The left will not allow the military to even defend themselves without screaming.So Blackwater and the like are necessary,as they are not bound by such idiotic constraints

Because there is no draft, there just is not enough manpower to take care of other things which were previously taken care of by military personnel. The US military contracts out many support functions at a very high cost, things like cooking, and most non combat functions. The private contractors are making tidy profits.

The government has gone privatization happy. It is supposed to be cheaper. Typically all you get is additional overhead and of course profit. Gets rid of all those dirt bag government employees.
