People seem to notice when I wear blues and greys because of my eyes, so would those be the best colors? Is it bad to wear darker colors (like black) with fair skin?

It depends on how pale your skin is. Most people can wear black but some people appear washed out or ashy & should avoid wearing it.
If you think black is too harsh, then try it as an accent color or experiment w/ deep charcoal gray.
I'm guessing emerald green would look really good on you as well as ruby red. A deep rich coffee color might be another neutral to try out. (e.g. a smooth, knit cashmere or silk/pima cotton blend sweater, a wool car coat) Deep, intense purple like eggplant would look good w/ gray and is worth considering as for eyeliner.
You ought to take your skin tone into consideration & then experiment w/ different colors. Here's how to determine your skin tone:
Warm skin tone:
1. Look at inner wrist - veins will appear green.
2. Gold jewelry is more flattering than silver jewelry.
Cool skin tone:

Blues will attract attention, with fair skin. I would recommend light blue as it will help your eyes become more noticable. Balck and white are neutral colours. White goes well with fair skin and blue eyes but I would reserve black for funerals only. Dark colours don't go well with your skin. Stick to light colours such as blue, peach, pink etc.

it depends on if you are a silver or gold tint, so to speak. if you get a piece of silver cloth and a piece of gold and hold them up to your face one at a time you can see in the mirror which looks better. everyone looks good in turquoise or teal. the other colors are like grays are silver and olive green is gold, pink is silver and orange is gold. when u hold em up to your face youll know
