when people say "we need to fight against the weather!" ,what do they actually mean by that??

It's just a figure of speech, sub the word fight with go against the weather. For example:
I had to "fight" or go againts the weather to drive across town because of hail with low visability and slick roads, as well as bad drivers who forgot how to drive in rain even though it rains more then it shines in this part of the world. I guess if we were "fighitng" that would be their army. But it went against the weather and down pour to have my windsheild wipers move the water away, and have my car plowing through the down pour.
Yeah it's a stupid expression, but I think it's based on people having weather induced problems.

I have never heard the term fighting against the weather but Skywarn Spotters for the National Weather Service are the first line of defense against severe weather.
What I mean by that is that Skywarn Spotters assist the NWS by varifying radar and satilite imagry by providing the ground truth.

Fighting against adverse weather like too much heat, too much cold, too much rain or too little rain etc. But in general fighting nature and the weather costs more money than adopting to it.

Air Conditioning is an example.

Never heard it. It wouldn't be much of a fight. Weather has been undefeated for billions of years!
