A leap year is a year that is divisible by four except those ending in 00 unless those are also divisible by 400, then they are still leap years. That why 2000 was a leap year, even though it was divisible by 4.

yes, all leap years are divisible by 4, the only exceptions being that the ones which end in 00 which are not

These are the rules:
If the year is divisible by 4 it's a leap year. Unless it's a "century" year in which case it needs to be divisible by 400 as well..
Do the math.
