Don't worry, you can! As long as it is not the public beach. You can go to the hotel beach or the Jumeirah Park or Mumzar Park.

Last year I went to Jumierah Beach Park during Ramadan. Lots of European there. But the shop that sell drink or food will be closed.

Enjoy! Dont forget your sun block!

Should be ok- dress modestly though, especially if you are a girl. This is often a good idea in the Middle East though, because local men can get a bit...overzealous when it comes to trying to see a girl in a bathing suit. Take a cover up, like a large t-shirt (even if you are a guy) and err on the side of caution. If the beach is attached to a hotel, ask the staff for their thoughts.
