You can connect two computers over a telephone line using analog modems on the two machines, but you would also need to have some sorta program to network them together.
You can use hyper terminal or something more powerful, but if you dont have any knowledge of how to do this it will be to complicated for you.

In short, you cannot use a phone line for a data link. The phone lines use analog methods to transmit the conversation and a computer requires a digital connection. You might like to check out other methods such as wireless, power over ethernet, this uses the house mains to transmit the data. Or cable using Cat5 or6 data cabling.

Simply with telephone link, you cannot connect 2 computers. atleast you need a cat 5 cable(cross over type), network aware operating system, proper ip addresses to both the systems. then you can choose dial up or VPN
