Courts are usually county institutions, so I would think so.

Isn't the courthouse a local county instituion? Not at the state level? Call the county on Monday morning to find out.

I can't tell you for certain. You might check out Michigan's website (if anyone is running it). More than likely though, only emergency services will be running until Jennifer Granholm is given something she can sign. Weddings probably aren't emergencies.

in case you do no longer convey on your own minister that's stated as the Justice of the Peace. that's referred to as a decide. i became married in a courthouse and we further in our own minister. he became an incredible guy, retired and became the only to call to get married on the courthouse in knoxville.
