Everyone is different. Some women notice colostrum, a clear yellowish liquid which is baby's first milk , as early as the 2nd trimester. Women who have breastfed a baby before may notice milk early on. If you don't notice colostrum before the baby is born, don't worry, you will produce it and your baby nursing will stimulate more.
I personally didn't notice anything leaking before the baby was born.
Mature milk comes in 48-72 hours after the initiation of breast feeding depending on frequency.

In laymen's terms Milk does 'come in' after birth. During pregnancy you produce what is called colostrum. It is a form of milk but not what most people refer to as producing milk. It is a thin cloudy substance that will provide baby's first feed (if you are breastfeeding) it is all the baby will need at first and is very high is protein. I am 21 weeks and have been producing colostrum for about 2 weeks now but everyone is different.
The actual milk may take up to several days to actually come in.

I've been producing collustrum (first milk) since the beginning of my third trimester. But then again every woman is different. :)

Milk production begins in the sixteenth week of pregnancy. It becomes more and more apparent later of course.
