You can also think of this on a smaller scale -> if you had just been through or was still going through a catastrophe, what would you do?..your plan of action...

The first step is to establish a clear chain of command. Make sure everyone involved in the rescue knows they are part of a team and who the Captain is. Secondly ASP mobilize national guard units. state police, and other resources and get them in to the area immediately. Using signal troops to establish communications, get up field hospitals ( you have to assume local medical centers are gone), and get some portable radar stations or an AWACS to coordinate the aerial portion of the rescue in a smooth manner throughout the disaster area, and going over detailed maps start planning aid drops (AKA medicine, food, baby formula) Seize any airfields for C-17s and C-130's to evacuate civilians from the area. If none are available have some engineers build some landing strips. These landing strips will also double as LZ's for helicopters to bring in survivors of the disaster.

That right there is a basic outline, granted it would have to be tweaked depending on the scenario and the X factors like population, scope of the disaster, how fast can resources be brought in but as long as the first step of immediately knowing the chain of command and having every commander know their duties inside and out is accomplished everything will fall in to place.

If I am the government and my land or people had just been hit with catastrophe I think I will be more sensitive to the needs of my people. And I will pray that my government will be more kind and respect the other nations and not only think of ourselves as if we are the only people who have a say or who will be always honored. Let's remember that all of us are alien in this big wide world. Yes, we have our own duty to be followed but, we also have our duty to the Lord. Sometimes we forgot that all of us are created by God. And there's no permanent in this world. I think I have to go back to my history that I am also an alien in this country. This land is not mine I am also an immigrant. And I am not suppose to as if I own this land. And I will suggest to review our policy maybe I am stepping on the other foot and I need some repentance. It is not too late to repent. Rather than nothing at all. GOD IS JUST WAITING FOR US. GOD BLESS

Define catastrophe...natural (Hurricane Katrina) or man-made (concerted hijacking and demolition of persons and/or property).
The immediate response in both cases would be the safety and protection of American citizens.
The second response in either case would be the safety and protection of American citizens.
The third response in either case would be to ensure that this never happened again.

In the case of Hurricane Katrina this has not happened because it will take another 20 years to make a city that is below sea-level storm proof.

In the case of 9/11, well, gee, no more buildings falling down, eh?

Immediate aid is the remedy for the catastrophe. Declare a state of emergency so that the catastrophe will be attended by government promptly.

Something my dad taught me and I still hold true.."never expect help..you are on your own and you better know how to survive."
I have a survival kit at work, home and the car.....that will last me 4 days.....you should see me when I go on a road trip....depending On the weather I pack like I am going to be stranded for a week.
Anyone who expects the gov't to help is already dead.
And yes..I can eat bugs.

Declare state of emergency if serious. Use own resources for rescue. Ask for outside help if not capable. relocate and feed. Then rebuild.

Read a book to some elementary school kids or hide in the tree house at my ranch for a few months.
