It obviously bothers you..so let you neighbour know.
Dont be rude about it otherwise it could get into a nasty dispute.
Just say "i realised your plant is now growing over to my property, i dont like how it looks in my property, and was wondering if you could cut it, or if you gave me permisson to cut it"
or give her an other excuse why it bothers you that this is happening.
hopefully your neighbours are nice enough to understand.

Yes, is the simple answer, but do as the others advise and talk with your neighbour first, if they don't want to cut it back then go ahead. You should know that the plant is their property, so by law you have to offer whatever you cut off back to them before disposing of it, they may be anxious to compost it afterall.

Talk to them first, as others have said, then if they still refuse, you can cut back to your fence. Make a log about the situation though for legal reasons...
I recommend putting some sheet metal between your fence and their plants. My sister lives next door, and her peonies grew into my yard... I love them so let them grow! lol... However her dogs dig them up and are now trying to get to the ones in my yard... so I'm following my own advice! lol...
It is your right. But kindness will get you farther.

Yes, you have the authority to cut back any thing which sways into your property. If you haven't already, you should confront the neighbor first though

technically yes you can however i would talk with your neighbor first. they may cut it back for you when you tell them that they are growing in to you space and that you would like to cut them back yourself.

tell your neighbor that her plants are encroaching into your yard and if she does not trim them you are going to. you would not want to improperly trim and kill her plants unnecessarily, but if she refuses to trim them, chop away.
