we still give charitable money to countries along the lines of the Washington Consensus, but the US is now more known for its War on Terror and its invasion of Iraq, and that is what most countries deal with foreign policy-wise.

Yes, in a sense. But now our foreign policy is defined by the War in Iraq and the War on Terror. We still give money to many countries, it is just covered by those larger foreign policy issues.

The US Foreign Policy is against Islamic states due to terrorism which should not be the case.
