If you are naturally slim, or are very physically active, you may not grow anymore. However, it is also possible that you have not finished developing. I knew a girl who didn't start puberty until her sophomore year in high school, and some girls don't start until they're 19.

Well.... from your question I deduce you must be a young lady.

You do not mention your stature and whether you have a naturally slim build or medium or 'economy sized.' Not that this will have much impact one way or another.

I think women worry too much about the size of some of their finer attributes. Please be patient, and accept yourself whether you upper regions become the talk of the town, or remain relatively elusive.

Any guy who places a great deal of importance on the size of a woman's breasts has overlooked her true sexuality, and that is her personality, and comportment.

Be confident. That's my advice. Love yourself. Be the kind of person others like to be around. The size of your breasts will have very little to do then, with how you are perceived.

Good Luck.

sounds like you not satisfied. for your sake then hope you get a growth spurt. we generally stop growing around 18. but don't be too self conscious about them (i know easier said then done when your a girl). Lots of men prefer smaller breasts on women, and many men dont even care about that. There's upsides, they wont hurt your back and they wont sag when you're older! Scientific fact though, when aroused they can increase up to 25% in size. Sadly though it's only temporary hahah.

Ignore the idiot who said to tug on them.

Don't worry about it. Everybody has their own unique body. Maybe you'll grow, maybe you won't. The reality of it is that guys aren't all attracted to the Pam Anderson body type.

If biology gives you a C, then be happy with it.
If biology gives you an A, then be happy with it.

As cheesy and stupid as it sounds, beauty really is within: don't worry about breast size.

Are you slender? Sometimes girls mature with a little more body weight and have a larger chest. It doesn't help you right now, but a large chest makes girls look heavy and it's hard on their shoulders and backs. And they can't sleep on their stomachs as easily!
