One estimate is that the entire population of Earth-crossing asteroids includes some 1500 larger than one kilometer and 135,000 larger than 100 meters in diameter.

If you stuck a steering wheel on a tomato could you drive it around the neighborhood? What good would it do?

It would only work if they also installed an engine and something to steer against or with (ordinary rudder or sail wouldn't work without something to flow against it). So multiple steering rockets would be necessary.
