No it is not illegal for anyone to leave a flyer for their services, Now if they were to knock on your door and want to try to sell you something and your neighborhood or apt complex has a no solicitation sign,then that is another matter. You really couldn't do much but complain to the apt complex and let them notify whoever it was who left the flyer.

It is soliciting, but it's not illegal.
Apartments get ticked off at it because they want people renting FOREVER. That doesn't benefit the resident.
When I was a new agent, I always ignored the signs and took my flyers out anyway...I always got several phone calls from them (plus clients) because I always included detailed information of how easy buying a house was with specific information and real figures, not inflated ones.
Alot of people don't buy homes because they don't know "how" to or they think you have to have tons of money...and education is the key.

Yes. This realtor is potentially stealing customers from the apartment complex. For a while it got really bad where I live, so I took every ad I received to the apartment office. They started contacting the realtors and others and word quickly spread not to solicit here.
Another thing that is effective is throw it on the ground. I know this is littering, but when maintenance sees flyers all over the sidewalks or parking lots, they get pissed and call the realtor immediately. Sometimes the realtors are even charged for the clean up.

It depends on your jurisdiction. There is conflicting case law on the subject, but generally, if a "no soliciting" sign has been posted, they cannot leave flyers. That is considered soliciting, whether or not they knock on your door.
However, prosecuting such a case would probably not be possible.

They might be ticked off at it and you can call the Realtor and tell them not to leave fliers. As for illegal, I do not think it is..now if they left their flyer in your mailbox..then THAT is illegal.

no, but i will say this she or he [realtor] can be escorted off your apartments premises for solicitation, maybe not the actual realitor but the cheaply hired person instead. A sad way to get your name out there for potential clients. That shows potential clients that not only is she or he operating below standard ethics, Referrals and word of mouth from agencies or friends are the best. considering there making a ton of your inheritance. Call them up and ask them to please come out to remove their junk trash off your doorknob. If it happens again call your local police [non-emergency] to file a littering or simular complaint.
