The best deals for both air and hotels are usually with the airlines themselves. I would try Southwest Vacations or US Airways Vacations. These are usally the cheapest packaged deals. You can do everything on one site; including buying transportation to the hotels from the airport in one package. They are pretty easy to navigate and will show you the cost breakdown for different hotels and dates. I have used both of these specifically for travel to LV. Compare the prices on Vegas.com(which uses US Airways/America West) or any of the big sites and you will see the difference.

I've found the best deals come from the casinos themselves. Register for online deals to be emailed to you from your top five or ten casinos (I use Travelocity to screen casinos). I recommend researching pricing now and figure out what a good deal for your preferred airline and hotel and then start watching for deals. One other suggestion would be to book through an airline's vacation site like southwest vacations or US Airways vacations. They often offer discounted hotel rooms in conjunction with airfare. I usually book my Vegas trips one to three months in advance or as soon as I find a good deal. For instance - $99/each way for airfare on JetBlue and NewYork NewYork for $100/night is an excellent deal.
To my knowledge, there are no all inclusive vegas resorts or deals. You can get half price show or exhibit tickets as a booking special and occasionally you'll get a free drink or free meal offer (buffet) but these offers are infrequent.
For good prices on the Strip itself, I strongly recommend Excalibur or Luxor - both have nice casinos and good hotel rooms. For ultra deluxe try the Venetian (all suites) because they tend to offer better deals than Bellagio or Caesars and their customer service is phenomenal. Off strip the Las Vegas Hilton, the Southcoast or the Rio all offer good prices. The Rio is closest to the main part of the strip and has a fun casino and the rooms (never stayed there) look very nice. The South Coast is the least expensive and offer rooms comparable to a slightly less furnished room at the Venetian complete with flat/wide screen televisions. The Las Vegas Hilton is nice, like all Hiltons with a very opulent casino but is off strip without much around it.
Hotels/Casinos to avoid are the Sahara and the Tropicana.

As others have said vegas.com is a great place. But with the number of rooms you need, try hitting the hotel websites, or call their reservation lines. You may get some good deals and a few freebees added.
Don't count on too many things included, Vegas rewards gamblers, and that they don't know until you get there.
Though do remember that drinking is normally free if you are gambling. Make sure to tip the cocktail waitress!
