Eternal Darkness: Sanity's Requiem is by far the scariest game I've ever played.
It has the atmosphere of Resident Evil(not 4) without the bad controls.
It also has a sanity meter that drains as you fight enemies. The more the sanity meter drains the more strange things happen. The floor tilts and the game just tries to freak you out.
