It is heavily implied that he is a squib, as there is a scene in one of the middle books where some fad-sounding books are found in his possession, who's purpose seems to be to help a non-magical person learn magic. I believe it was Ron who then concluded that "he must be a squib." This is, however, the only reference I can remember.

yes he is a squib, in the books it hints at him ordering books to teach him magic, but yet he never actually seems to be able to make magic.... in fact his cat seems more magical than he does!!!! hope this helps
