Kennedy came up with a lot of the policies and LBJ followed through. People tend to remember that he made the speeches about landing a man on the moon and improving civil rights which were later implimented by Johnson.

There is no clear concensus that Kennedy WAS actually better than LBJ. Kennedy may have been charming and fooling around with Marilyn Monroe, but he was kind of a flop at certain things. He nearly got us into a third (and probably final!) war beginning with Cuba but ending with Russia. LBJ was better at home with interstates and NASA.

Becasue he had vision, oratory skill and leadership capabilities. Johnson was a hack at public speaking and I doubt if Marilyn Munroe was turned on by him either.

LBJ was much better at administration and working with Congress. Kennedy would have got the US into Vietnam just the same - the crucial decision, to overthrow Diem, was one which Kennedy took.

So often the vice president is only chosen as a running mate to gain votes for the one who is running for President, so they really aren't often going to make a good President. Someone recenlty told me LBJ was very selfish ????

What makes you think he was. He did nothing because he was killed, but we tend to make people bigger in death that they ever were in Life. LBJ did a lot more starting with the Civil Rights Act of 1963
