Partisan politics involves different parties to participate in an election while non-partisan politics do not need the existence of parties but rely on the individual qualifications of the candidates during an election.

I'm not sure I understand what your question is. I don't believe there is anything like a non partisan party. The two major parties in this country are highly partisan. Independents are supposedly not partisan, choosing whomever they believe is the best from both parties. The primary elections were intended to be used by each parties voters to choose the best of their party as their candidate in the general elections. Thus you could call the primary election as partisan however some states do allow cross over voting. The General Election could be called non partisan as all voters can choose whatever party candidate they prefer. I hope this is of some help to you, I know it's confusing and there are some that will disagree with my explanation but I'm basing it on 74 years of experience.
