In what sense does James Madison describe the process of ratification of the Constitution as a federal and not a national act? What are the national & federal attributes of the House, Senate, and President respectively according to Madison?

Ratification of the constitution is federal in nature because the constituents of each state has the right to reject or allow its effectivity through a referendum.

The House, Senate and President have functions that are national in scope but they are elected through federalism by means of the electoral college.
