They had a collective bargaining dispute. The Players and the franchise owners. Because of the lock-out it affected the season thus shortening it to 50 games. But the 16 teams who qualified for the playoffs played a full post-season schedule. The season ended with the San Antonio Spurs winning the franchise's first NBA championship, beating the New York Knicks 4 games to 1 in the 1999 NBA Finals.

Yes, there was a lockout between players and team owners. The games didn't begin 'til January '99 so they even have to shelve the All-Star weekend.
