-He overshadows great wrestlers of his time, including much better wrestlers and workers like Randy Savage

He was meant to be in this year's W/mania in a legends match with Stone Cold.But he wanted too much money for it &refused to job to Austin as well.Vince tried to change his mind but nada.Hogan priced himself out of a high-profile match at Mania.
Stone Cold had already signed the contract & was to appear at Mania.That's the reason why he became special guest re fin the Hair v hair match: Trump v Vince.

Hulk Is extremely overrated because of these basic reasons:
1.)Very poor wrestling skills along with a highly limited move set.
2.)His Gimmick got very stale & boring, extremely quick.
3.)As you said, he passed the tourch to undeserving talent.
