To this day we all are trying to figure that one out. It is a screwy law. Soldiers can come in, dress in full military gear to a bar but if they are not 21, they are not drinking. I know I used to work as a bartender in a bar by a military base, and have to ask for their ID. It is just mess up law.

You do not need to be 21 to drink, only legally drink. I do not necessarily see the correlation between the two.
