No, the State doesn't run the Postal Service.
Mail wont stop, only State run things like:
Secretary of State
State run Casino's
Liquor Commission
State Police
MDOT

Well... you mean mail FROM the state government? YES - THAT will stop.
Mail in general? NO. The mail service is a quasi-independent FEDERAL entity. No state government has any influence over the US Postal Service.
