There is generally no legal requirement for health care facilities to have automatic door openers, but many such facilities install them as an accommodation to their customers.

Cost to install automatic openers is between $3,000 and $5,000 US per door depending on the type of door.

You might want to approach the management at your facility and suggest that they install automatic openers for the benefit of patients. If there are other health care facilities in your city, you may want to see if they have automatic openers. If they do, you can make a case that most all of the other facilities in town have automatic openers and that your facility should too.

What would be nice , and what older buildings have been able to do are 2 different things .

If it bothers you , contact maintenance and your supervisor and ask to get quotes for the upgrade to an automatic door .
Then ask how soon purchasing can authorize it .
Do something besides complaining ,
Take POSITIVE action .
