I'm planning to visit a friend in Cebu,Phillipines, in Nov 2007. Which are some nice hotels at good rates?

depends on your budget and activities.

if you want the beach, then go for the resorts in mactan. for the high end, you have plantation bay and shangri-la. but tambuli is also good at a reasonable rate. from mactan you could go bird-watching at olango island

if its for business, then you go for the hotels at the business park at the uptown area. there's marriot, waterfront and marco polo for the stuffy wallet. but there are also many affordable hotels along salinas drive.

if you want to experience the old cebu, go to the downtown area. there's holiday and midtown hotel at reasonable rates. its near fuente osmeña, capitol, colon street and santo niño basilica

shangri-la mactan --- efficient services and excellent accommodations. they have a shuttle coaster/bus that transports you for free to the city proper (SM Cebu mall and Ayala Center Cebu), aside from their own hotel cars...they also have a spa 'village' in their hotel grounds, as well as a tennis court, a number of swimming pool and a beach front..

would you prefer a hotel in the city or one near the airport?

among city hotels, i prefer marco polo. it has a wonderful view of the city.

the closest hotel to the city though is mariott in ayala.

if you prefer hotels near the airport, i suggest you go 5-star hotels like shangri-la mactan or plantation bay.

depends what your budget is....i suggest you book into a cheap hotel or pension house and then look around to see what you want.
