Outside of the flower or someones mom (mum) in the UK I haven't the foggiest notion of your meaning and what on earth is a garder? If you mean a garter...that is used on someones leg or over the sleeve of a man's shirt. Can you please explain what you mean?

Your question sounds like you are a bride who wants to put a garter on your future mother-in-law's leg at your wedding. I bet that would not go over big with his mum.
Are you making a corsage for him from chrysanthemum flowers? If so you usually just run a long pin sideways through the thick part of the flower and pin it on his lapel.
