You need to create a network. You can do this with windows, but I had trouble with it.
Try Network Magic. I love it. It is a trial though. You have 60 days, then it is $25-30. You can find coupon codes on the internet and get it for about $19 if you wait until Network magic gives you a discount to buy. And it is SUPER easy to set up and maintain.

If both pcs are connected to the same LAN and are in the same subnet you can share files and need no software.
The files must be in folders that are designated for sharing for you to do this however. This is done in Windows Explorer (right click start, click on explore). Select the folders you wish to share, right click on them (one at a time), select sharing and follow the prompts.

you do not need any software. it is built into windows. just make a new folder on the laptop's desktop, then right click on it, select "sharing and security", then you might have to click "if you understand" blue text, then "just enable" bubble then ok
now check the "share this folder" box, and give it a short name like "SHARED" then click Apply, OK
now you see a little hand icon on that foler. you can access that folder from your desktop now, and put anything you want in it.

You shouldn't need any additional software on a local wireless network. You just need to designate which folders you want to share and who on your network is allowed to access them. You set the permissions.

you dont need software, just enable file sharing for the files ou want to share...I think it is under the right click menu-properties-file sharing.....also have to make sure your firewall, antivirus, etc. will allow this
here is a link that may be helpful..its for vista but should be similar to all other OS
