My neighborhood dope dealer and his Mexican connection on one side and the cottage industry that the government has created to fight the "war on drugs" such as, the prison system and federal, state and local law enforcement agencies on the other side.

Mafia. Each country has one. They have diplomatic relations with other mafias. Child soldiers are financed by that money.
