Super-glue needs water molecules in order to bond , untill the glue is squeezed out and put on something water vapor can not get to it so it does not turn hard.
Elmers Glue, needs dehydration to bond as the water vaporizes it turnes hard.
Epoxy glue will only turn hard when it is mixed with its counterpart. So it will not turn hard in the bottle by itself.

The glue inside the bottle isn't exposed to air so it stays moist . That's why when you leave the cap open the glue dries out and sticks.

It does ... eventually.
I would imagine the bottles are either made of or coated with something the glue doesn't easily adhere to.

The inside of the tube is smooth and non porous so it cant stick.
