the costume is a skin tight black one piece. i'd like to glue little pieces of velcro all over it so that i can stick things to it (the things are also made of fabric and have little pieces velcro glued to them). is there any type of glue that will stick the velcro to the fabric so that it won't fall off when worn?

Go to a craft or fabric store and ask for help.
I would suggest using Tacky glue (the super sticky kind is very good), Fabric Tac or Jewel Tac.

Spray bond 3M77 or hot glue would work. If you want it to be more flexible, use sobo glue ( allowing to thoroughly dry ) The kind of Velcro that self sticks, will probably come unattached.

glue which is meant for fabric, as some of the above answers. allow the glue to dry for a day before wearing or wasing the item.

You can buy these with the adhesive already on. They're in the notions department of any fabric store. It will definitely last through Halloween.

They make a ceramic glue. Check with your local museum as to brand name of what they use.

I would definitely recommend either tacky glue,or hot glue gun glue will definitely work
