It means that its the communication helmet that the coach can talk to the player with, there's only allowed to be 1 on each team, which is why its marked. It's usually (or always) the quarterback wearing it.

Each team is only allowed to have one communications helmet on the field at a time. The green dot tells the officials which one it is.
